Senate bill will be perceived as amnesty

You support the Senate immigration bill, and you claim that it isn't 'amnesty'. Isn't that simply a game of semantics? No matter what you want to call it, isn't it a fact that not only the great majority of Americans will perceive it to be amnesty, but millions of prospective illegal aliens around the world will perceive it as amnesty? You could call it a "banana" if you wanted, but isn't what's really important how it's perceived around the world? Do you seriously think that millions of people in other countries will not see it as amnesty?

An alternate question based on the transcript below would ask him about his semantic games regarding social security benefits for illegal aliens.
